INVITATION FOR PROPOSALS
D Station Flow and Control Improvement Project

P.U.D. No. 1 of Whatcom County hereby invites qualified Contractors to submit Bid Proposals to construct a parallel main, replacement water meter, future piping connection and the replacement of the throttling valve and actuator to control flow to British Petroleum remotely as referenced to in the Project Specifications.

D-Station Specifications
Sealed Bid Proposals will be received by the P.U.D. No. 1 of Whatcom County (Attention: Mr. Chris Heimgartner), at 1705 Trigg Rd., Ferndale, Washington 98248, until 10:00am, local time, on the 29th day of March 2024 and then will be publicly opened and read.  Bids received after the time and date specified will be considered non-responsive and will be returned to the Bidder.  Faxed bids shall not be accepted.  To ensure consideration, the bid must be enclosed in an envelope marked, “Sealed Bid: D Station- Flow and Control Improvement Project”.

Bid Proposals not completed in the manner specified in the “Instruction to Bidders” of the Contract Documents/Specifications may be considered non-responsive.  The P.U.D. No. 1 of Whatcom County reserves the right to reject any or all Bid Proposals, and to waive any informality in the bid or in the bidding process.

All Bidders shall include with the Bid Proposal a deposit in cash, certified check, cashiers check or surety bond in an amount equal to five percent (5%) of the total amount of the bid proposal.  Should the successful bidder fail to enter into such contract and furnish satisfactory Performance Bond within the time stated in the specifications, the Bid Proposal deposit shall be forfeited to P.U.D. No. 1 of Whatcom County.  This contract is subject to Washington State Prevailing Wage Requirements (RCW 39.12).

Women or minority owned business enterprise participation is not a requirement of this project, however, involvement is encouraged.
