Option Transfers of Allocations

Definition

Transfers of allocations are changes to attributes of perfected* water rights to allow changes in water use. Changes can include changes to the existing point of withdrawal or diversion, places of use, season of use, and purpose of use.

* “perfected” refers to the quantity of water applied to a beneficial use under the authority of a water right.

Benefits Fish Habitat:
  • Because of the benefits to instream flow, transfer of allocations could help retain fish habitat without additional impacts due to new surface water withdrawals.

Water Quantity:
  • Transfer of allocations could provide greater flexibility and potentially greater efficiency in water use for existing users under existing water rights.

  • Transfer of allocations could provide options to obtaining new water rights where such rights may be difficult or impossible to obtain.

Water Quality:
  • Transfer of allocations could help maintain water quality by reducing additional diversions of surface water.

Instream Flows:
  • Allows more flexibility and efficiency in the use existing rights and reduces the need for new surface water withdrawals and their impact on instream flows.
